Holy Quran pages and Arabic version of al-Mukhtasar are pre downloaded in the app just after installation and do not require an Internet connection, however downloading other translations of al-Mukhtasar, listening to recitations and audio translations, and watching videos need an Internet connection. After the content is downloaded, it will be available without the need for the Internet.
